Richard St-Pierre advises governments, large corporations, and democratic institutions on the executable path to resilient technological sovereignty for middle powers. He is Quantum and AI Sovereignty Senior Advisor at Levio and co-chair of the Global Data Pledge.
He previously served as General Director of EQ1 (Quantum Space 1) and DistriQ — Canada's largest quantum innovation zone — and as President of C2 Montréal/International. He was named one of Canada's Top 10 Innovators in 2017, and studied at HEC Montréal, Oxford, and Harvard.
In the age of AI, sovereignty is the new resilience — the executable capacity to deploy powerful technology without surrendering self-determination, authenticity, or legitimacy. The same question now confronts nations, institutions, and enterprises alike, and I show all three the executable path, not the research agenda.
The signature claim: the twentieth century's defining struggle was wealth inequality. The twenty-first's will be intelligence inequality — and resilience, not nationalism, is the answer.
